I have multiple SKINs; bought (Legacy), found (Pirate) and earned (Marine) and none of them work (in Warbarge) on any suite I tried. In quarters and in game it's OK.
Tried it with:
- Caldari Assault (ADV + PRO)
- Caldari Scout (ADV + PRO)
- Caldari Logi (ADV + PRO)
I have never seen any other player wearing SKINs in the Warbarge, so for me at least it doesn't work at all.
From your description, it sounds like the effect should be random, sometimes working, sometimes not...
Are there any specific tests or activities we can do to assist you, apart from trying with different suites? |

Just to clarify, all the Loadouts I tried was build before the SKIN update.
Will try and create a new one from scratch and apply the SKINs to see if it makes a difference.

I also thought looooong and hard before buying my Caldari Marine SKIN.
It really stings, doesn't it 
I have had mixed results in my quarters if the SKIN shows up first time you login. Some suites / times it does show, sometimes it doesn't. After a game (and in-match) it always shows, but never in the Warbarge. |

Is this something specific to militia frames or is it also not working on other light suits in the warbarge? Not working on any suits in the WB. OK, I have completed my testing.
- Deleted Dust and re-installed (also wiped system setting save)
- Deleted all saved loadouts and created new ones from scratch.
1: Amarr Heavy with Blood Raider SKIN.
2: Caldari Logi with State Marine SKIN
3: Caldari Fronline Starter Fit with State Marine SKIN.
4: Caldari Commando with Caldari Legacy SKIN
5: Caldari Scout with Guristas SKIN
Each was selected as Favourite (in turn), and I got the Warbarge for a few seconds with all of them.
None of them displayed correctly in the Warbarge in all the games I played. Zero...
I also played some games with only one saved Loadout in my inventory, to test the theory that multiple suites and switching favourites would somehow upset the SKIN logic. Still didn't show.
TDLR:
Merc Quarters: Works 90% of the time (sometimes the SKIN does not apply when you login)
Battle: Works 100% of the time
Warbarge: Works 0% of the time.
I can see no difference between suite sizes or Tiers (tried with Milita, ADV and PRO).
